Klimaatverbond Nederland is an association of regional authorities in the Netherlands (municipalities, provinces, water boards) and acts as a pioneer for innovative climate policy. Our main role is agenda setting, strategy development and initiating pilot projects with our members. Klimaatverbond Nederland has been implementing a European project on CO2-pricing in procurement by local authorities since 2023: DeCarb-Pro. The four-year project aims to prepare local authorities in the Netherlands, Germany, Belgium, France and Ireland to apply CO2-pricing in their procurement, thus including the social costs of climate damage. We are implementing this project with a diverse group of 12 European partners.

Job description

Klimaatverbond is coordinator of one of the 3 work packages within the DeCarb-Pro project. This work package focuses on developing and implementing training for decentralised authorities, within and outside the partnership, on CO2-pricing in procurement. In addition, the work package aims to inform and interest decentralised authorities outside the partnership in the methods developed within the project. For a good implementation of the abovementioned tasks, we are looking for support in the areas of communication, knowledge sharing, capacity building and transition management. We are looking for 1 or more persons who can take on (a selection of) the following tasks: 

Role

  • Develop and implement training programs for partners operating in the public sector, based on content developed by a variety of stakeholders in the project.
  • Support partners to develop and implement training programs and transition processes (a.o. through a training of trainers).
  • Integrate the principles of transition management in training programs, project strategies and communication.
  • Support partners in implementation of new concepts in their organization (implement transition management).
  • Monitor the effectiveness of the training programs and the transition processes.
  • Communicate on a regular basis about the activities and results of Klimaatverbond and the project.
  • Develop online and offline content on the project, its activities and results including keeping social media channels updated.
  • Developing visually attractive communication products for the dissemination of project activities, results and deliverables.
  • Coordinate and cooperate with the communication officers of the different partners to implement the DeCarb-Pro communication strategy.
  • Support in the promotion-, facilitation and the organisation of 2 public events.

All activities will be carried out with an international team of project partners, and under the responsibility and in cooperation with the project management team at Klimaatverbond Nederland.

Competences

  • At least 5 years of experience in the aforementioned role(s)
  • Knowledge of didactics and the creation of training programs for different types of professionals
  • Ability to take care of a training of trainers (ToT) program
  • Experience with transition processes and the ability to coach the partners in realising this process with their in- and external stakeholders
  • Experience in creating online content and communication design
  • Ability to translate complex information to an accessible narrative for a wide audience
  • Affinity with the topic of CO2 reduction in general and CO2 pricing and procurement in the public sector in particular
  • Be able to work with the public sector and their different roles (experts, policy advisors, etc.) from different European countries
  • Be able to monitor the effectiveness of trainings, transition processes and dissemination activities and adapt the programs when needed
  • Fluency in speaking, writing and reading English. Proficiency in Dutch, French or German is an advantage
